Report a translation problem
With mods, you never know unless we know what mods you have.
I've seen this happen before. I installed Oblivion uncut and Better Cities, and Better Imperial City and Space Ship Orion. I played with them for a while a year or so ago, but didn't have them loaded this last game. One bridge near Ft. Virtue disappeared as did the wall around Chorral near the bailiff's HQ. That was probably after I enabled the Uncut mod. During Knights of Nine there were dialogue options for the Gray Fox in the basement of the Priory.
But even before I enabled Knights, I started getting dialogue options for the Prophet or NPC dialogue but no voice actor, just subtitles.
Check your docs for load order and conflicts too. Loading the Unofficial Patch before anything else prevents a lot of problems.
