Report a translation problem
Right click the game in your library, select Properties, and check the DLC tab. If "Oblivion Game of the Year DLC" shows up there then you own Deluxe - if it doesn't, then you don't.
If the DLC is listed but not installed, then all you need to do is tick it.
If you really want to be sure, go to Steam => Settings => Account => View Account Details => View licenses and product key activations. You can then Ctrl+F and type "Oblivion" to jump to the purchase in concern.
But frankly, it's not worth it if you're happy with your GOTY. The extra add-ons are junk. Wizard's Tower is just a new player home with cheat features. Ditto for the other class based house addons.
