Else, a quick save -> quick reload should also reset it.
EDIT: Do you have sticky keys enabled (i.e. a Windows feature... still, it shouldn't affect the number keys  ) because also keeping your number keys pressed keeps the window visible... maybe your '1' key is being kept pressed?
i figured it out, it's cause my 360 controller was plugged in. there's a super old thread about it.
was throwing me off cause i closed a reopened the program and it was still doing it. apparently if a control is plugged in it will always do that on start
To me Oblivion and controllers doesn't mix in my mind :P
Controller plugged in also causes a common issue where your char can become ultra super slow and even unable to move via the normal WASD keys, so it's often recommended to unplug the controller for good when playing Oblivion.
Glad you solved it!
