Is Sheogorath actually mad?
I'm playing through shivering isles, and Sheogorath doesn't seem particularly mad to me. Coldly calculating yes, but quite aware of his actions and consequences. More like madness is his method of controlling his followers.

I've done up to the understanding madness quest, so no spoilers from after that.

It's not really worth discussing until you've completed the quest line. For multiple reasons.

Agreed. OP, you'll find out. Just keep in mind that to some extent, the domain of each Daedric Prince, and the inhabitants of that domain, reflect the nature of the Daedric Prince who rules it. Ol' Sheothy has his reasons for doing what he's doing, and you'll learn what those are.

Besides, listen to the way his voice changes tone so quickly and the strange non sequiturs he makes mid-conversations. He's insane, but he knows full well that he's insane.

I am not just mad, I'm MADNESS ITSELF! Run along now, scoot, or I'll rip out yer intestines and STRANGLE YA WITH THEM, HAHA!

Now, aside from him being my favourite elder scrolls character and thus having my profile named after him and such, lore-wise, he is completely insane, after what the other Daedric Princes did to him.

He is insane, but you might not see it as well because he is also one of the most powerful Daedric Princes. His power might overshadow his madness.

Anyway, I don't want to give you spoilers, but wait until the end of the questline and it'll make more sense.

Also, after that, take some time to read about the lore of Sheogorath and the various things he has done. Baar Dau, sending others insane, etc.
Actually

Only if you like spoilers if not go finish the long quest running around the realm. since no horses on Sheragorath realm. This kinda annoys me the most since most of the quests are always on the corners of his kingdom.
Plus Shivering Isle is kinda dark.. Dark quest there some quest where you encounter human prisoners that are getting tortured or made into gatekeeper or just plainly in torture chamber. This is kinda sensitive for me as i go along the quests in Shivering Isle. Anyway your question is below if you want to be spoiled.

Sheragorath is Jyggalag that causes the Greymarch. Both are the same person but cannot exists at the same time so After Jyggalag destroys the current kingdom, Shera will again manifest and built the kingdom from scratch only to be destroyed again by his other persona. As you progress to the story he tells you that this cycle has been going on and on. He built his realm repeatedly only to destroy it again and again by himself as Jyggalag when he goes mad. The most cool part after everything is you can control the weather by a skill once a day.

It's not that simple. Like I said, the basic nature of each Daedric Prince is reflected in every aspect of the Oblivion realm they control. You read that right. EVERY aspect. Every dungeon in the Shivering Isles is designed to inflict some form of insanity on the mortals who enter, and the creatures who call the Shivering Isles home are weird enough to drive most people out of their wits. There's no way the place could be that nuts unless the individual who rules it was themselves insane, and that happens to be Sheogorath.

Getting around without a horse isn't so bad with 316 speed and 243 athletics. I really can't recommend it enough.

As for the Gatekeeper, don't be ridiculous, nobody's making Gatekeepers out of torture victims; they aren't big enough. No no, that thing's grown from the Garden of Flesh and Bone. Flesh atronachs. Flesh atronachs are made from torture victims.
