there are alot to choose, plus it'll be worth also looking into enb's to boost the look.

Oblivion looks great.
get / download it and install it, then use the + to add mods
Quarl's texture pack "redimized" is a one click option to have all the Quarls textures installed and optimized for performance that I use, and it looks significantly better than the vanilla textures.
Wyre Bash is the way to go if you are serious about taking Oblivion to the next level, but as a casual modder myself I found the learning curve very high. It is the best option if you have the desire however.
Manual install is also possible, but mods might interfere with each other in ways you cannot discern without a manager.
