Forlorn Watchman wont talk to me...
Ive followed him all the way to the bay without talking to him and he's just standing there watching the mouth of the panther.
He's supposed to talk to me but he wont and when i try to interact with him i get a message saying he ignores me..

I dont know what to do, the quest wont progress because of that.

Pretty sure that you don't NEED him to talk to you.

Look at where he's looking. That's The Mouth of the Panther. Go there and deal with the wee Ghosties. The ship wreck is pretty hard to miss as it's right there at the rivers mouth.

If all else fails you can use the console commands to set the quest stage
