Report a translation problem
Only certain commands used a certain way can cause this: the idea is that it's possible to have your skill level mis-match your skill XP level by using commands which increase one but not the other. If level exceeds XP, then you need to gain enough XP to "qualify" for your current skill level before you'll see any progress towards the next skill level (and hence character level).
If you haven't been using the console to advance skills then this won't be your problem. Either way, disabling console commands won't make a lick of difference.
So is it specifically your character level that won't go up, or are your skills not increasing either?
Are you aware that you need to sleep in order to increase your character level? This isn't Skyrim, where it simply happens as soon as you gain sufficient skill points to advance.
