Ah yeah, inb4 "git gud n00b you even l33t?"
Don't worry, I know how it's SUPPOSED to work but I've been trying for an hour to persuade either the Gray Fox to give me the Thieves' Guild quest or that shopkeeper woman to tell me about the city guard bastards. Ended up just using a cheat for gold and bribing all the way to 99 because the mini-game just doesn't ♥♥♥♥♥♥♥ work.
I just told you I do. Biggest chunk of yellow thing to the brightest smile, smallest chunk of yellow thing to the angriest face. Rotate when I need either big or small, but I can only do that once. And I usually end up with either a huge chunk to the angriest face or a medium chunk for both the worst, which still takes down my score at the end. And at some point I just end up stuck in the mini-game screen with no option to exit or stop it. Or my score goes down so much that the NPC gets pissed off and tells me to outright f**k off.

You already know how to do it, you are just getting it in the wrong order.
I've watched that already. Is there even a "right" order? Like, here's how I do it. If the biggest chunk is on the best action, then I use it. If the next best action is in order, the biggest chunk tends to switch to it, so I use it there too. If not, I look to see if the smallest chunk is alligned with the worst action. if not, I seek to rotate. Either way, even when/if I get small chunks on the worst actions, my score still ends up being way below what I need, and if I play again, I might get to raise it by a few points before I have to drop it again. And it never seems to get any better, sometimes it just goes even worse. I've looked up every thread on the internet that I could find but all of them are just the same regurgitated information of "big chunk on best, small chunk on worst". It's ridiculous.
If you somehow just can't get in to this minigame even though you know exactly what to do and how the game plays, I suggest turn your interest to Charm spell instead.
A brief 3 seconds of duration of 100pts Charm spell is equal to +100 disposition. You can even attack a guard and cast this to him to avoid the arrest. It doesn't cost that much of Magicka due to its short duration.
Of course, there are no such spell in Oblivion where it does 'Charm 100pts for 3 seconds on Target / Touch', so you have to make it on your own. I'm sure you know how to do so.
I actually don't. I've chosen to be a thief since I like playing it sneaky, that spell would actually come in handy so I'll try to see if I can find out how to make it.
You're overthinking it.
When you open the minigame, click through all four options and note which ones go up and which ones go down. Don't waste time trying to figure out the facial expressions, just tap the segments and watch the numbers.
After that, whenever the large segment is by a positive option click it. Whenever it's not, click the smallest section by a negative option. That's it. It's simple. It's fast. You will not always get good results, but you should be clicking through all four options every couple of seconds, without even stopping to compare the changes: just keep repeating until the option to continue disappears.
For better skill gain, talk to NPCs with your weapon drawn. This gives a 10 point starting disposition penalty, allowing you to "persuade" for longer before the minigame caps out and forces you to stop. Furthermore, you can get the 10 points back by then exiting the conversation and putting your weapon away, thus allowing you to raise their disposition higher than your skill would normally allow.
You can get similar effects by casting spells that temporarily debuff your Personality stat.
Either join the mages guild by performing quests for the outlying halls (thereby gaining you access to the university at the Imperial City, where a spell creation altar is), or go buy the upgrades for Frostcrag (if you have the Deluxe addons for the game).
with bare minimum effort you can get pretty good disposition with everybody you could possibly want, and unlike morrowind you don't have to throw coin in their faces if your speech skill needs work; pulling out your weapon and showing them your flex stick works just as well
