Deluxe edition requred for mods?
For New Vegas, for example, most mods require every DLC, so if I don't get the deluxe edition will I run into the problem of not being able to use some mods because I don't have the additional DLC?

Most mods would be dependent on the Knights of the Nine and the Shivering Isles content. The only mods I know that need the other dlc are ones that specifically mod that dlc. Some of those are pretty cool though, like Frostcrag Reborn, which needs the Wizard's Tower dlc.

This varies from mod to mod. Most do not require any dlc. But the price difference is pretty small. I would just get the deluxe as you can't buy the extra dlc separately on steam later if you decide you want them without refunding the base game and buying the deluxe edition.

Lots of the big mod projects require either knights of the nine or shivering isles or both. The vast majority of regular mods don't. And only select few require the other plugins.
