Report a translation problem
EDIT: For example, in my case, the mod Knights.esp loads at position 92 which is 5C, which means the FORMID would be 5C002699.
EDIT2: BTW, that's the REF for Lathon, the actual base NPC record is: XX000F84
here is what I have:
Shivering isles
Knights
oblivion
Clearerwater
But you need to know the actual load order to be certain of which mod takes which position in the order... so you'd need to either look at you load order with an actual mod manager, and the actual order in controlled by the mod file's date... so it's hard to control it without a mod manager to help you.
So, if you find out that your Knights.esp is loading in position #3, let's say... then your Lathon ID would be 03002699.
You can also find out the actual mod ID by going to the Knights priori and open the console and mouse clicking the actual building... then the game will show you above the ID of the selected object and the first 2 digits of that ID would be the Knights mod's index you need... then you can use that 2 digit number to form the ID for the NPC you need.
EDIT: You can also try it by trial an error... try with 02, then 03, etc. 01 should be DLCShiveringIsles.esp, AFAIK... but if no other index works try with 01 too.
After that you can use the PRID command to select him in the console and find out where he went :)
Like this: (save before doing this! and remember to replace the xx with the actual number... and ignore the '~' at the start, I use them to signal that the text is an actual console command!)

~moveto player
That should move him to your position... but if that doesn't work, an alternative would be to move your player to him, like this:
~player.moveto xx002699
