So can you get disarmed by any enemy that spawn on PC lvl 1?

So generic NPC's will be leveled to your character. This means their skills will not be high enough level to allow them to disarm you. However, most of the named npc's have skills that are preset. There are some that have 50 in a melee combat skill or a high enough block, and can therefore disarm you.

So can you get disarmed if you are wearing quest weapon like honorblade of chorrol or umbra?

I understand that noone can disarm you,but what about disarming someone? How can you disarm umbra who is using quest item and yet you cant disarm countess valga and she is using honorblade which is also quest item even after you finish the sins of the father questline.

The difference would be the essential flag on Valga, I'd say. You might be able to get her to drop her sword using the Disintegrate Weapon spell effect while she has it drawn, though.

The quest item flag only matters when items are in the player character's hands.

So you are saying that i should inflict final desintegrate blow when she is in her drawing sword movement?
