If all else fails, you can go to https://obse.silverlock.org/ and download the GOG launcher from there (the one marked by the text "USE THIS WITH THE GOG VERSION") and replace your obse_loader with the one in that download, and tht would allow you to use the obse_loader.exe for steam too.
What "test" plugin are you talking about? The first search result I get is this[www.nexusmods.com], which should give you some sort of notice regardless as to whether OBSE is active or not: meaning that if you get nothing, then the plugin isn't active and OBSE may well be working fine.
That's no good for the Steam release: attempting to use the OBSE loader manually will just have it tell you off for doin it rong. You need to have Steam launch the game so that the overlay can start OBSE for you.
I'm not aware of anything in OBSE that would stop the game from crashing when "loading places too fast". Frankly I'm not aware of anything in Oblivion which would cause crashes when loading areas "too fast" (and that's saying something, because there's certainly a lot of things I know of that will crash Oblivion).
How "fast" are we talking, here? Running through the overworld with a speed stat of 400?
As for the loading too fast its more like as soon as i leave an dungeon through its front door then immediately ask to go into my inventory and try to fast travle, the fast travle will crash the game. But reloading the save and trying the fast travle again never seems to fail.
The obse_loader.exe I pointed to the OP (the one labeled as for the GOG version) do work on the Steam release (it has the Steam installation check stripped out), in fact it all comes from this problem some people have, and ShadeMe made it available[2] as an optional download after I posted[1] the issue in the (old) official forums.
That was before the GOG version, I think. When they did the recompile for the GOG version they sort of merged the two issues.

Hmm... none of the official download packages come with a plugin, not as downloaded either from silverlock or nexus. I remember a test plugin someone made some time ago, but I'm not entirely sure it's sure proof... as it's not official (i.e. OBSE) provided, it may have bugs, too.
Best sure way to know for real of OBSE is working, is look in your Oblivion directory (the folder containing the EXE) and see if OBSE.log is being generated there... and if it's there, delete it and run the game again.
Now check if it was regenerated and open it to see what it does say, if it's working you should be able to find something like this inside (start of the file):
EDIT: And obviously shouldn't contain error messages! If there's an error message in there, it may have the clue we need to know what's happening!
NOTE: You may have to enable Show File Extensions in the File Explorer to see that you're handling the correct file!
1. Latest OBSE into primary Oblivion folder (it has oblivion.exe)
2. Attempt to launch via Steam (this is where I crashed over and over)
3. Open C:\Users\ [YOURUSERNAME] \Documents\My Games and delete Oblivion folder. This folder exists regardless of installation directory as far as I can tell.
4. Relaunch Oblivion via steam, launch with only the master file (this is probably irrelevant I just want to verify each component prior to proceeding), it should make you reconfigure your settings
5+. MAKE SURE OBLIVION LAUNCHES EVERY. SINGLE. TIME THAT YOU ADD ANYTHING

EDIT: Sorry that I didn't note this if you lost something, but that folder does contain your save files which you can back up if you wish, I just had a fresh install so I didn't think about it
