Can anyone inform me about mod creating in oblivion i've done some house mods in skyrim.I want to do the same for oblivion but i don't know where to start so any help would be appreciated

And then, if you can and have the willpower to do so, I'd totally recommend to also use the Construction Set Extender by ShadeMe from here -> https://www.nexusmods.com/oblivion/mods/36370/ but be sure to read the instructions first, as it is a bit difficult to make it work (hint: it requires launching as Admin!)

After that, the old CS wiki is the place to go for knowledge about modding -> https://cs.elderscrolls.com/index.php?title=Main_Page but it's old and unmaintained, and there's probably issues with some articles, as the wiki lost all the images at some point in the past, sadly.

There are several forums which still have some activity in them like TAL and Nexus, where you could find some help if you ask questions.

Actually, if you read the actual message, you'll notice that it doesn't say anything about that site being "malicious".

It tells you you're leaving Steam, and it does it so that dumbasses don't go typing their Steam login details into some other website.

I read the message and it actually says that the link is blocked because is malicious.

Ah, you're not going to cs.elderscrolls.com, you're going to http://-%3Ehttps://cs.elderscrolls.com. Steam broke the link in Leeux's post, but if you manually copy'n'paste the proper URL it'll load just fine.

Oblivion's Construction Set is very similar to Skyrim's. So any skills you've acquired there will translate over. There are a few minor differences like keybindings. (Like for some reason you use "C" to immediately zoom onto an object in Oblivion's CS but in the Creation Kit you press Shift F). The Construction Kit extender also does a lot of quality of life improvements.
