Some Illusion sells useless?
Are some of the spells just too low level to use like calm? Is the only way to make them usable is to craft them?

Basically it depends when you learn them. Enemies in Oblivion mostly level with you, which means that for certain spells like Calm/Frenzy/Command, their usefulness will depend on ‘your’ total character level at the time.

Generally speaking though, I’d say the Illusion spells that are, say, Journeyman and under that have a ‘level’ magnitude (except for maybe the Frenzy spells), are only useful up until the early teens, if that. In fact, I don’t think a Calm spell exists above Journeyman, which means that, as you said, you’ll have to craft one to make it useful beyond a certain level.


However, the Journeyman level Invisibility and Paralysis spells can potentially be useful at any level.

More or less, yes.

To my knowledge, not even applying Weakness-to-Magic beforehand will enhance them, as it's not a Hostile spell type.
