Getting stuck in the floor
I recently installed this game for the first time in a long while, but it is unplayable, i keep getting stuck in the floor and cannot get out. The only solution I have is to reload the whole game. TCL command does nothing. Any suggestions?

I doubt if I can help you but perhaps it'd be useful to post a bit of information. Hard copy retail oblivion/Steam goty(deluxe), mods used, hardware, have you ever reinstalled the game to see if maybe files were corrupted, have you ever changed anything regarding the registry and if you do use mods did you install them manually and/or read the instructions and follow them carefully? Also is there a specific spot your character starts clipping through the floor or does it just occur at random after/in the starting area.

Sure no problem, it is a steam version of the game, no mods. I have not tried to reinstall yet but I will try that. My PC is stock windows no changes to any registry files.

The issue does not occur in a specific location, there is around 5 minutes of progress between each time I become stuck.

PC spec: 7700k, 1080Ti, 32gb ram, windows 10

Sounds a lot like a frame rate issue: the physics engine used by Bethesda games tends to break if you exceed 60FPS. Vsync is the most common solution, though if your display isn't at 60hz or 120hz you may need to make additional tweaks to cap it.

If it is actually a frame rate issue there should be an OBSE(Oblivion Script Extender) plug-in to allow you to cap your FPS if there isn't a line that can be altered or written in the default Oblivion ni.
