The levelling system in oblivion is very unforgiving (or, more bluntly said, BROKEN), and if you wanna play without farming skills to level optimally, I would actually suggest that you make a class that is the opposite of your intended playstyle.
For instance, if you want to roll up a custom class that uses sneak, security, blade, illusion, alchemy, destruction, alteration, and light armor, you should pick "major skills" that are NOT any of those.
The reason for this is that you will not level up as much, allowing your "level up" bonuses to be optimal, which is very important if you intend to go past level 10, past level 15 its pretty much mandatory to build your character like this unless you wanna dump the difficulty.
The game is basically balanced around you getting +5 skill bonusses all the time as you level up, that is why you will want to make a custom class that have 7 major skills that you never use much, that way you can actually control how your characters bonuses are distributed.

Of course you can still be stubborn and pick out major skills that you intend to use with your characters playstyle, just be prepared for some serious increases in difficulty as you reach level 10, 15, and 20.
