The Elder Scrolls IV: Oblivion Game of the Year Edition (2009)

A magical question. (no pun intended)
What is the easiest way to start out as a mage? I can't find a robe, get level-appropriate spells or anything.

Anything that gives you more magicka is the one that you should look for. Note that sometimes you have to choose between fortify intelligence and fortify magicka, as intelligence is equal to 2 points of magicka.

Fortify magic skill is considerable, but as for most skills in Oblivion, it won't give you any benefits once you've reached 100 magic skill.

Willpower makes you regenerate magicka faster, but it's not very noticiable especially for enchanted gear. If you want your magicka to regenerate faster, you should drink potion or make a buff self which fortifies your willpower like 200 points.

Your best bet is to enchant the gear by yourself, but the problem is the soul gem. It is obvious that you want grand soul, but early in the game there's not much creatures that have larger than common soul. (You can, however, soul trap your own powerful summonings) So you want black soul gem to trap human's soul.

There aren't any particularly good robes or spells to get for mage character.

As you would have know, wearing robe instead of shirts and pants is generally a bed idea, due to the fact you're sabotaging yourself equiping one less potential enchanted clothing. Sure, it looks cool, it looks like you're a mage, but it's better off just wearing shirts and pants.

For spells, you only need spells that you're going to need for spell crafting. Spells that crafted by yourself generally more powerful than what you get from merchants or tomes. This means if you already have a spell(or greater/lesser power) which contains the magic effect you're going to need, you don't have to buy another one that does the same, but stronger or longer. Because you can just craft it on your own.

One thing I need to mention, there isn't any clothing gloves in this game, except for Wrist Irons at the start. So if you want to have enchanted gloves that doesn't decrease your spell effectiveness, you might consider keeping this Wrist Irons.

Unfortunately this Wrist Irons is immune to scroll duplication, so you would have limited amount of tries for the enchantment. There is one Wrist Irons at Deepscorn Hollow and perhaps some place else, but the point is you have to be more thoughtful when you enchant this Wrist Irons.

So should I wear what when I become a mage? I can't even find/buy magical clothes.
If you're just starting out, you won't find much enchanted gear early on. Note that you CAN wear armor, but at a penalty to spell effectiveness. You'll just have to experiment and figure out what works best for you.
