30 fps on oblivion?
I just recently got a graphics card for my computer, A Radeon Rx 580 8G. Before installing the GPU i was running Oblivion off the onboard Intel GPU and getting 60 fps. CPU is an i5 7600. After installation i figured that i would have enough video power to run on at least high. When i started the game up it seemed to be locked at 30 frames. V-sync is off i double checked it and i am at a loss.

Oblivion was made on and for the Xbox360, which was frame-locked at 30fps.
The CPU, being a much more powerful CPU than the 360 had, will be able to run it at a much higher framerate simply because it isn't being worked hard. The GPU, however, locks into what the game tells it to.

alright that makes sense. is there a way to unlock it from 30 or is it stuck there?

I've been having well above 30fps, not sure what you're talking about
You should definitely be getting way higher than 30fps. And the game does not tell the gpu to lock at 30fps. I dunno where all that came from but it is simply not true. I played with ass loads of mods in 4k on a 1070 well above 60fps. Did you install the latest radeon drivers when you installed the card? Have any frame capping programs running at all? We will fix this! Also check your radeon software program and see if frame limiting is set on or off.

I abandoned ATI years ago before they merged with AMD due to a consistent crash from their atidvxx.dll, so whatever little quirks they're having now I can only speculate.

Careful going too much above 60fps. Oblivion's (and Skyrim's and Fallout's) gamebryo engine doesn't play well at high fps.

Latest drivers are installed made sure of that when i installed the GPU. I don't know of any frame capping software considering PUBG and Rainbow Six Siege are both running above 100 FPS. As far as Radeon settings i did not see anything there
Well if your other games are good on frames then it's definitely something messed up with oblivion. Know anything about editing the .ini files?

iPresentInterval is for vsync. Set it to 0 for off or 1 for on. Are you by chance using the oblivion stutter remover?

Right on. Can do. I'll slap it up here once it's uploaded. Was quite surprised it works so well with this, fo3 and fonv with crazy ultra texture packs. I'm thinking it's because the meshes for everything aren't very complex and there's not much for good lighting and shadows in these older games. Throw on and enb and things start getting dicey lol

I'm curious because I always thought it's impossible for this game, which fully utilizes only one CPU core and somewhat outdated engine, to run above 60 fps in 4k with bunch of mods... Not mentioning the engine goes literally crazy if framerate is above 60.
...or may be your mod pack isn't that аss after all. I hardly believe the game can handle it as you stated tbh but will see.
