you rushed to him too quickly and a script did not activate...try going as far from him as possible and then approaching slowly, however if this does not work you may need to load an earlier save.

It's pretty early game so just reload an autosave or any earlier save. Make sure he says "He can help us, he must help us" at which point he will trigger the next bit of dialogue. If you talk to him before he says that he will only say "come with us"
