Broke the game with mods, Windows 10
I recently got into the Elder Scrolls IV: Oblivion because I wanted to give the old school one a try since I already finished Skyrim 3 times on the console. Being a new member of PC gaming I decided to install the many mods created by the fans of the series, but in doing so I managed to break the game. Despite reinstalling the game multiple times it always crashes upon opening, moreover, the starting screen opens two times when I start it up. if anyone can help me or at the very least give me advice I would greatly appreciate it.

You're doing it right. Steam cloud obviously doesn't keep any mods, only some initialization files (those may be modded and cause crashes) and saves.
Disable Steam cloud first, delete Oblivion.ini file within My Documents/My Games/Oblivion as well, or even the whole folder, backup your save files if you have any and you're ready to start over.

erm try deleting the oblivion folder in your steam folder then reinstall
This is probably because steam has saved the files in the cloud, so using steam to reinstall also reinstalls the modded files.

Delete the folder, verify integrity of game files, uninstall, reinstall.

also make sure you have all the required mods for each mod to run. some require other specific mods to run. some of the more complex mods require multiple mods to run it. it's confusing I know but skyrim pc is the same way. my skyrim has a mod that required 5 other mods to run it, other wise i get a crash.

Just make sure you read the mod page carefully. the requirements are usually at the bottom of the page.

Another question. Do I have to reinstall every mod I installed in the game, including tools like OBSE and OMM or do I just install the tools?
For maximised chance of fixing the game, everything must go. Everything. It's a pain in the butt but it's better than no game at all.

you need to have obse, wrye bash and boss. If you really want to mod your going to have to invest some time in learning how to install mods. NMM will not incorporate mods correctly and you need OMM but to merge all your mods into a working conglomeration you NEED wrye bash.
I remember when I didn't know anything about modding oblivion...trial and error, google and mod documents is the only way to learn.

Also keep in mind that oblivion is very likely to crash due to the fact that is kinda buggy, so don't get too crazy with mods and the console also
Of course. I only want to use game enhancing mods and the occasional armor mod.

111 mods no problems except for Oblivion itself which is going to crash...it just does sometimes 30 mins sometimes 2 hours but it WILL crash.

Blockhead is a mod that you use to make another mod work... called beautiful people.... I think....basically it replaces EVERY NPC in the game with heads that are FAR less ugly with less neck seams.

but that could be my pre-steam version.
After spending some hours reading user manuels, coupled with watching youtube tutorials, I think I know how to use most of the modding tools. The only modding tool that is giving me a tough time is wyre bash. it keeps saying not to download. What do I do?

I should also add that I tested all the modding tools on a sepreate computer with the game installed which works fine, but I have yet to reinstall the game on my computer and use the same method.

No, you're right, it keeps files there still. Save files and a small ini
