If I use the Purgeblood Salts in the vile lair, can I become a vampire again?

Not normally, no, unless you use a mod or the console. Same goes if you undertake the regular cure quest.

Highly recommend a vampirism overhaul mod. I think there are two major ones, can't quite remember their names. Anyway, unmodded vampirism for oblivion is more of a liability, but there are mods that make it more worthwhile.

The sun really is mean, and sometimes you're out at night but you quick travel to somewhere and it's suddenly daytime, instakilling you if you didn't feed.

You can't get vampirism once cured, I seem to remember. BUT I totally do not recommend unmodded vampirism.

Oblivion is the best TES game, but certainly has vampirism flaws.
