The manual download for OBBM contains a .7z (a zipped folder) that contains
  • obmm folder
  • IronMath.dll
  • IronPython.dll
  • OblivionModManager.exe

Extract all these files and folders and drop them in ...\Steam\steamapps\common\Oblivion
To open and extract .7z files you will need 7zip[7-zip.org]

For the Installer version, just point to the same directory as above.

Also have a look at this guide to help you further:

OBMM, in my opinion, is a bit more trouble than its worth. It's choppy for installing mods.

It's an excellent tool for changing the load order, but I always recommend either manual install or NMM.

To each their own. NMM can't handle large mods all too well, though.
Yes, I can agree on that. NMM is bad for large mods or mods that need configuring. In such cases I tend to manually install; but considering I've been playing Oblivion since release date, manually installing large mods is easier for me. I never really used OBMM for a long time, and when I did, I found the install process to be pretty bad.

NMM is much better than it used to be, a few years ago it was practically unusable but it works very well now.

Well, it's good for small mods, or mods that advise you to use NMM install. Larger mods, nope.

Also, WyreBash is alright.
