Let me know if any info is missing.
Also I don't get stutter in skyrim either, the only skyrim issue I had was with water flickering (fixed by capping the framerate instead of having it uncapped.).Oblivions framerate is fine with all settings on max but I get this wierd stutter and its very noticeable.
I am using all of the unnoficial patches, OBSE, OSR, 4GB patch and bunch of other non performance changing mods. If you want I can give you my OSR settings.
Also I noticed, that my old DVD version was running better than Steam version.

Winning! Had to do the windowed fake fullscreen thing with fo3 and nv but not this game for some reason. Glad you get to play stutter free now.
