reinstall grafic driver into a none UAC restricted folder
to do this uninstall grafic driver use DDU (Display Driver uninstaller)
install grafic driver in like example: C:\driver\
empty %tmp% ( windows active program data cache)
and cleans windows page file so its reset
to remove old drivers from windows pagefile (virtual memory its a precache of the drivers and other data)
with that drivers properly installed and all corrupt cache removed
it might help
unless its a bug due to the driver version that you use.
you mentioned grass overhaul, but which version of it?
there is at least one version that has a bug whereby certain grasses, particularly around the gold coast / west weald appear blue, which is apparently due to a mesh issue; as i recall, some mesh replacements for grass can cause similar problems, like those that make grass low-poly for FPS improvement
if you'd installed one of those sorts of mods, that could be a culprit
i would honestly suggest doing a clean reinstall of the game, including deleting your oblivion.ini, then going to /appdata/local/ and removing the oblivion folder and if you used any form of xEdit, the TES4Edit folder
then go install the unofficial oblivion patch, OBSE, enginebugfixes and the stutter remover, and wander around to see if the bug returns
it would also help to know what settings you changed
