Even if you are using an ENB preset based upon visuals, there's still nothing stopping you from enabling the ReduceSystemMemoryUsage setting! That'll dramatically lower the amount of system memory the game uses, so make sure it's on!
If you're running Windows 8, you're still in trouble, though - Microsoft introduced a limitation preventing DX9 apps (eg this one) from using more than 4gb of VRAM. They finally fixed this in Windows 10 with the Fall Creators Update last year, however.
This is Oblivion, not Skyrim ;)
Oblivion's ENBs do not have as many features as Skyrim's. You can't use the memory tweaks and the visual improvements together. Enboost and ENB graphics need different version of the d3d9.dll to work, so it's just impossible to have both.
So as I said, use only ENBoost. (Another solution is to use Oblivion Reloaded memory management's feature, which is compatible with ENB graphics)
Yes, this is a Windows limitation. Technically it could've been coded in such a way as to allow it, but there isn't a version of that OS which does, to my knowledge. Heck, even getting an app to address over 2gb wasn't common knowledge back in the day (hence why you need that 4gb patcher)!
The goal of the ReduceSystemMemoryUsage setting isn't to let you pass that threshold, it's to help prevent you from reaching it in the first place.
Using Windows 8.1 means that the game is additionally limited to 4gb of VRAM. Note that this is a separate restriction to the 4gb of system RAM, and probably isn't related to your current problem. But yeah, if you're keying in a higher figure somewhere, that could potentially come back to bite you.
I first looked directly at Boris's site, and came away with the impression that his ENB code for Oblivion was good for screenshots and nothing else!

enboost was never integrated into 0.181, and the core ENB functionality doesn't exist in the primitive version of enboost that exists for oblivion
moreover, there is no evidence that the 4GB patcher even does anything, and that includes from my own experiences using it
In this case, it's allowing MNP here to use roughly twice as much RAM before the game bombs out... so yeah. There's that, I suppose.
Whether it's of any use to a given player depends on the rest of their mod layout. It's not a general "performance enhancement" tool.
I then started playing the game from the external drive and now Im experiencing little to no memory usage crashes or any at all! Can someone plz explain this strange phenomenon going on here?
