DLC order
counting every dlc AND the main quest, which order should i do them all in?

Most of the DLCs are minor, and serve only to give you powerups and loot. They're worth knocking off sooner rather than later, so that you'll have time to enjoy their rewards while playing the longer questlines afterwards:

  • Horse Armor - Exactly what it says on the tin.
  • The Orrery - Gives you a choice of a variety of perks.
  • The Wizard's Tower - Gives you a house, notably also gives you access to spell crafting without having to mess with the Mage's Guild.
  • The Thieves Den - Gives you a house.
  • The Vile Lair - Gives you a house.
  • The Fighters Stronghold - Gives you a house.
  • Mehrunes' Razor - Gives you a weapon.

The Shivering lsles is perhaps worth delaying, as early on it'll give you a levelled version of Dawnfang. This is one of the best weapons in the game, but if you acquire it before level 30 you'll get a lesser version of it than if you'd waited.

imo, oblivion is ballanced very well in term of dlc's. it's not like morrowind, where dlc's are recommended to do after you complete main quest.

however, if you start with all of them on from the start, if could slightly hurt your rpg experience. basically, you'll start receiving letters (notifications about dlc's) which speak about your vip status while you are still a prisoner.

I'm with Bomb on this one, save Shivering Isles until you've either finished the main quest or levelled up a bit for best possible loot. Knights of the Nine can probably be done before but again, your loot is likely to be levelled, everything else is fair game for whenever really.
