NPC DOESN'T SELL SPELLS

Right now i'm in the Chorrol Mage Guild. One of the NPC's (Alberic Litte) said that Athragar sells powerful spells, but when i come to the Athragar he only offers training alteration. I googled the Athragar and found that he really sells conjuration spells. Then i found the hours of operation of Athragar. And i can't buy spells because he doesn't offer it to me. Sometimes he offers training, sometimes not. But never offers skills. Why? What should i do?

Значит скорей всего проблемы в OR. Из всего списка только этот мод слегка играет параметрами игры. Вероятно баг текущей версии.

Если действительно других модов нет, тогда да... Лучше спросить там, может кто сталкивался с такой проблемой.

IIRC Oblivion Reloaded has nothing to do with certain NPCs woudn't sell you spells they should according to wiki or whatever. It doesn't even have the feature(s) which might interfere with that in any way.
I think he'll only sell you spells in Chorrol around 10:30 am.

Nah... I checked myself... He sells spells from 6 a.m. to 12 p.m. and sometimes even up to 4 p.m. OFC it is only with Oblivion.esm.
Though I cheated my way up to Arch-Mage. Maybe there is some rank needed?

Weird... may be UOP introduced some changes... Would be really weird if it's OR indeed.

I doubt it... But maybe it is possible since aside from UOP, I had OOO and MMM. I was able to buy spells. Though, it was very late in the game... I already was Master Wizard at that time. I can't say about lesser ranks.

P.S.
Well, it could be that save file get somehow corrupted as well.

I also did level up my character to level 20 through console but it didn't help too. I think it is the only broken NPC in the game. Wiki says that he does train and sell from 6 to 12 and from 6pm to 10 pm. I can see training at this time. At other time i don't see training. So i think this is because of mod or just game bug. I hope i will evade problems because i don't want to start a new game. I asked about this problem here [tesreloaded.com]

Maybe you need some rank in the Mage Guild. For example Wizard?

Currently i'm apprentice. Maybe you are right. I'll check asap and write here. But i doubt it because i can buy skills from guilds at another cities.

So, out of 17 spell merchants only 1 don't sell spells? Try to check esp files in TES CS for NPC changes.

May be that's because of skill requrements? For example Bound Bow requires you to be the Journeyman and Bound Shield to be the Expert in Conjuration. So may be those spells won't even appear before you meet the necessarry requrements?

Firstly: i'm expert at Conjuration so I should see some spells.
Secondly : Actually, I bought some spells that requires higher level of alteration that I have xD It means that they should appear in the list anyway.

I don't even know then dude. I'd check the vanilla game with no mods on a clean save if I were you. You can cheat the level and stats you need and visit the NPC. May be you did install some mod that changes him, or your save got bugged in such a strange way.
Yea and try bashed patch may be if you haven't already. Rebuild it or w/e.
