Report a translation problem
Note that the store page doesn't differentiate between the GotY / Deluxe versions, as Deluxe is GotY bundled with that extra DLC. It'll hence tell you that you own both versions if you own either.
If you really want to be sure, go to Steam => Settings => Account => View Account Details => View licenses and product key activations.
You can then Ctrl+F and type "Oblivion" to jump to the purchase in concern. If it says Deluxe there, and yet you still can't find the DLC in Properties, then that's when you'd need to get in touch with Steam support to find out what's going on.
Assuming the DLCs are installed, the Data Files option in the game's launcher window is used to activate them (although if they're present then they're usually activated by default, mind you). The specific plugin file for the spell tomes addon is "DLCSpellTomes.esp".
If that's not present, the DLC in Properties is present and ticked, and you have no pending downloads (check the actual downloads page - don't rely on your games library view for this), then you may need to verify your game files:

Basically, don't try to tell the support team that Steam is telling you the Deluxe version is in your library. It'll only confuse the issue. Just tell 'em you attempted to purchase one and somehow got the other.
EDIT* I went and checked what my card got charged, it was for the 7.50. NOT the 9.99 (which I clicked).
They might be able to do this, but I'm not sure if they can get the required payment authorisation outside of the regular store system.
It'd be a heck of a lot easier (not to mention less confusing) if Bethesda would just allow people to buy the DLC without forcing them to buy the bundle, but for whatever reason they've opted not to do that.
