As opposed to Morrowinds no scaling at all. (you either got stronger via leveling up/skills OR you acquired/made items/spells that allowed you to beat them/by-pass them, but nothing scaled. it was simply as strong as it was supposed to be).
I personall prefer Morrowind's version as the whole world shouldn't be changing to adapt to you. You should be changing to adapt to the world.
you just didn't notice it because of the predominance of easily obtainable endgame loot and how easy it was to spec your character way above what the game was balanced for
-Skyrim has the worst scaling system because of Skyrim battle mechanics. Basicaly I exptected something close to Dragon's Dogma battles (since battle mechanics are much more action RPG) but... Well, let's say that without mods Skyrim is the most boring out of three.
-Morrowind probably has the best "scaling" for pure RPG game. And it actualy was designed as pure RPG.
-Oblivion has only one BS scaling part. It is weapon/armor scaling! WTF! How bandits could have top notch armor and weapons!?
Also the part where higher level mobs would spawn in the wilderness the higher your level was.
In other words, Morrowind also had a leveling pool.

I'm afraid you forgot one more BS part.
Once you leveled up high enough, there are no 'weaker' enemies in the world.
All the goblins will be replaced with warlords and shamans,
You'll no longer encounter skamps, imps.
They only exists when you're low level.

It is impossible to me to understand how the real human being could made such decision.
Any time bonewalkers of any sort spawn (which starts at a startlingly low level) is grounds for "DAMN YOU BETHESDAAAAAAAAAAAAAA"
Well, I'm now level 37, but I haven't seen a single imp for like 200 hours of gameplay.
And I'm not the one who always fast travel around. I just walk around all the time.
I do use mods, and I actually use mod that supposed to spawn low level creatures at high level.
This mod's author did decribe that the game won't spawn any low level creatures when you're high level. So I'm not the only one who faced this.
I also played without any mods but the official plugin while ago, and even without any mods, this "No wimps allowed" spawning was still happened.
It happenes with, or without mods.
What makes you think the game does spawn low level creatures at high level? Who told you that?
If lowe level creatures you're talking about are wolves and rats and mudcrabs, you're getting it wrong.
You need to make a bashed patch, even if you're not using any mods.
