Looking for a certain mod
Alright something that has always annoyed me in oblivion is how as you level up it almost seems like it completely removes weaker enemies instead of just adding the more powerful enemies to the game alongside the weaker enemies. It feels immersion breaking when every bandit is running around in full deadric, and the only thing that spawns are max level minotaurs or other high level enemies.

I was wondering if there was a mod that allowed higher level enemies/enemy types to exist alongise the weaker enemies rather than replacing them alltogether?

Maskar's Oblivion Overhaul. I think Francesco's overhaul does this as well, but I don't use it.

MOO makes the game more Morrowind-like - there are areas with harder enemies, but harder enemies generally don't spawn in general areas until you're a higher level.

Some enemies still scale, others have static levels.

Maskars Overhaul adds a lot of other stuff too. I you don't like that, then Brashers Oblivion Overhaul might be something for you: https://www.nexusmods.com/oblivion/mods/37217

Thank you everyone, I'll experiment with the ones I've been given and see which one I like the most. Brashers seems closest to what I wanted, but I'll give the others a try as well.
