I can finally write my name but there is a new problem.... my character walk and run slowly...

Try toggle the always run key. Even at 100 speed, if you are not always running you move super slow.

I had a similar issue and went into Document/My Games/Oblivion/Oblivion.ini and changed "bBackground Keyboard=0" to "bBackground Keyboard=1". It was under the [Controls] section.
