Report a translation problem
It comes as a perk of leveling the new Enchanting skill added by the mod, and it requires some grinding to get there.
Now, as for other mods that do the same, I can't recommend anyone of them since I haven't used them myself... but there are lots, like these ones:

But, I wouldn't recommend using the really old mods, like the last three ones myself. From that list, the only one I'd be able to recommend using is kuertee's one (i.e. "Magicka-based enchantment limits") as I've installed it in the past and never had any problems with it, even if I didn't get to use its features (due to not focusing into magic at that time, in the end.)

Best resources I know for learning about that are the Construction Set Wiki here[cs.elderscrolls.com], and TES Alliance tutorials here[tesalliance.org]
Though, there are probable some other new ones too, as I haven't been keeping up with stuff over the years.
Still, some of those mods can let you customize the resulting weapon with more control than in vanilla Oblivion, and they definitely let you create multiple enchants on clothing/armor.
