How to fix thieves guild bug where Amusei gets stuck in Leyawiin?

I seem to have very bad luck with the thieves guild. I triggered the ancestor moth bug a few years ago on xbox and wasn't able to complete the thieves guild questline, so I was hoping to play it now I have oblivion on pc.

This time it looks like I can't join the thieves guild at all though because of a bug which puts Amusei (argonian needed to start "May the Best Thief Win") in the Leyawiin prison. After googling around for the problem, I found online that if you picked the cell door lock before starting thieves guild it breaks the whole questline, and that you can fix it by using console commands to set the lock to 40.

I set all the cell door locks in the prison to 40, then left and wandered around outside for a few ingame days without sleeping/waiting, but Amusei is still stuck in Leyawiin. Does anyone know if there's something else you have to do in addition to "lock 40 + enter" to make it work? This is my first time using a console command, and the door closed and locked so I thought it worked, but it didn't fix the bug.

Did you push him out of the cell before locking it? I'm not certain he'd be able to make his way back if you actually shut him in behind the door.

I suggest heading to the garden, waiting until near midnight, and then warping Amusei directly to your location:

He was outside of the cell, yeah. I tried warping him directly to me and that worked. He tried to start sneaking back to leyawiin soon as I brought him over, but after the thieves guild quest was activated he had voice lines for the correct quest, and I'm in the guild now either way.
