Over-encumbered But carrying Nothing!
Recently, I ran into an enemy that casted an encumbrance spell on me. My carry weight went down to 0 but the spell has since worn off, and it's still at 0. I was able to get somewhere safe by casting adrenaline rush on myself (strength increase) and going home. I removed everything from my inventory, including things that weigh less than 1 pound, and only then was I able to move. Know how to fix it, anyone?

Burden Spells *add* weight, they don't reduce your capacity.

If your carry weight is zero, then it sounds like your Strength was damaged. Damage is permanent until restored. (As opposed to Drain which is temporary.)
If you're not infamous you can get it easily fixed at a chapel or wayshrine. Otherwise you need to hope an apothecary has Potions of Might in stock.

This is assuming you have no mods that changed any number of things about how the game works.

Look at your Strength stat. Is it in red? If the answer is yes, that means you've been hit by a Damage Strength Spell, so that means you have to take Bansheebot's advice and visit a temple, wayshrine, or apothecary.

It's also not just Strength you need to worry about, as so many spells could reduce any of your skills and I seem to remember they stack. So you may need to remove each effect though shrines tended to clear all. Especially if you managed to use each shrine in a temple.

So as Valden21 said check your skills to see if any are red.
