As far as mods it is sort of best to start a new install with an idea exactly what your intentions are at the start before you start to install any mods that look appealing. There is generally an order you want to try to install mods in. First and foremost get the Unofficial patches for the game/any official DLC you have. Then you can start the fun modding.
Generally you want to start with any body mods/body retextures. You want to choose which of the many character looks improvement mods you want to use and go with it's recommendations. Remember to Archive Invalidate after everything that adds any new textures/meshes. Basically any time you are ready to turn off your mod manager and play remember to Archive Invalidate.
After that you want to do any graphical stuff. I have heard good things about the mod Oblivion Reloaded.

It may be a little advanced in its installation but it'll allow Oblivion to take advantage of the abilities of modern hardware. In the makers own words this isn't a addon to Oblivion. It is a patch for the game.
Next you probably want to like at a game play over haul. For years Obscuro's Oblivion Overhaul was the main choice but in the last couple years a new Overhaul mod named Maskar's Oblivion Overhaul came out that possibly beats Obscuro's overhaul out. Look it up and read it's 58 page readme of gameplay additions and changes and decide for yourself.
After that well whatever you want to do. Remember to form an actual plan for what you are looking for in your game experience because you got to do your best to ensure everything is compatible from the start. You don't want to be several hours in and run into a crash from a conflict and have to figure out what in the world could be causing it.
Not really looking to go to indepth in modding oblivion, just a few mods that can increase the overhaul enjoyability that i can get from the game. But I will check out the mods you mentioned
I don’t believe OR is worth then trouble. I use Oblivion Upscaled Textures, by Kartoffels. My opinion is it makes everything before it obsolete. I also use the meshes, only, from Mesh Improvement Project. I use Really AEV and 4096 LOD. I also use Cyrodiil ENB and Natural Environments. These were pretty easy to set up and makes this game look crisp. I have screenshots on Nexus which illustrate.
