Man, its going to be a nightmare at this point to get things normal with your current install. Delete everything Oblivion related. Reinstall the game and re-download the your mods. Get the utilities you normally use, but for visuals, just get OUT and an ENB (I recommend Cyrodill ENB). Natural Environments won't hurt, either. I don't use wyre bash, but can tell you that OBMM is still great. Use OMODs where you can and manually install everything else. Don't touch NMM or Vortex, they do not work well with Oblivion. And i've got bigger problems to worry about now. Reinstalled, stock game, no mods. Not launching.
Delete all Oblivion related folders, in Steam and My Docs. Must be sure it’s all gone before starting again. Everything must go!
too many crashes or fps drops.. idk how people got they pc to run it without issiues
