Black Character Creator and Gray Screen

To clarify something, computers and I hate each other and smacking two rocks together didn't fix the problem so I need a little help. :)

Character creator is a black screen and when I loaded an old file off the cloud it was a gray screen but the HUD was still there. Menus seem to work fine.

AA, V Sync, and HDR are off by default. I don't remember if this computer has an NVIDIA card and I can't get my graphics card pulled up in the setting like I could with my last computer.

Also can't save my visual options as when I change them before launch if I reopen the menu they're all reseted and if I launch after changing them they're all changed back. Changing resolution in game and restarting game doesn't do anything either.

Never modded Oblivion before so if there's a mod that can fix these issues please explain how to use it.

Okay, so changing the shader worked but the game still won't save my graphics settings. It sets them every time I open the launcher and changing them through the launcher before starting the game still doesn't work.

Changing resolution in the default file didn't do anything.
