If you still have issues. Either use your graphics settings from your GPU to set maximum frames to less then 100 or download a mod to solve issues when game runs faster then that

With modern hardware, If vsync is left off this will likely cause the frames to run not only way over your what your monitor can handle but also what the game engine itself can handle. This causes errors in all sorts of things. Everything from NPC behaviour, what the physics engine does and to lockpicking being almost impossible to play properly.
There is literally no reason to have Vsync turned off in any gaming title, not just the Elder Scrolls series. Since your frames will always cap out at whatever your monitors speed is.
If it's still buggered, cap it at 100 or 60 in your graphics card settings.
Stop exaggerating things, that doesn't happen to me.
He's not exaggerating, some games do encounter physics issues if the game isn't running at <60 or sometimes 30 fps. Lame i know but it can happen; Skyrim used to do this, think it was patched out.

The enemies move completely weird and combat becomes unmanageable, besides the fact you should never ever allow your GPU to process so much frames in one second, it is not healthy for the microchip.
Turn on Steam's in game FPS counter and you will see the problem. If you play Fullscreen enabling v-sync from the launch menu solves this problem but if you want to play windowed yo NEED a mod.
I use oblivion display tweaks which also stabilizes the game somewhat, other wise alt-tab can crash it.
There is also oblivion stutter remover but I noticed that it does not limit FPS in game menus.
Again this is not a good solution you do not want your GPU to heat up massively while you are in the inventory.
Also do not limit the FPS in the .ini , it ♥♥♥♥♥ up the game physics. Normally in game development you detach game time from FPS and code animation speeds with that game time but in older games they could not fathom the concept of tooo high frame rates I guess.
