Report a translation problem
I have the opposite problem. I'm too high a level to find some rare items in random loot anywhere:
- Short Sword of the Fang
- Defiler
- Axe of Hazards
- Naked Axe
- Pounder
- Gauntlets of the Pugilist
- Gauntlets of the Weaponmaster
These items are between level 2 and 6, I think, so it's more or less impossible to find them after level 16. If you want them, better get them quick.You can use this without OBSE

I've been trying to work around this very issue myself. Before I enter any dungeon or even building in towns/cities I check at least 2 wikis to see if there're any leveled items (barring the general randomised respawning loot) in or on any chests, NPC shops, enemies or lying around on the ground.
Sadly, I haven't found a cheat sheet for what items you can safely get at each level, you have to gather that data manually.
Yikes, you're right. That's a shame, as I consider it the best weapon in the entire vanilla game.
Mostly because it repairs and recharges itself, but there aren't many weapons that surpass its damage output, either.
