Slow Launching
So before anything I have to say the game is working fine except for a little issue I find very bothering : How long the game actually starts launching.
It isn't about loading (or so it seems), rather like the process is hanging in the background of Windows when I click play and wait for the game to start, and I have to wait 15 minutes before actually having the game launching on screen. Once again, otherwise, the game's running fine.

Any suggestions ?

Get more RAM

I have way enough though. The game requires 512mb and I have 4go on this laptop, so definitely that's not the issue. Furthermore, if it was, the game wouldn't work so good.

your windows alone is using up the 4gb ram.

Dude what ? That's not how it works.
Even with Oblivion launched memory peaks at 2.4Go of use out of 3.5, and I have other programs opened as well. But I don't see how all this could be relevant to that issue since It does the same thing no matter what is opened / what is not

Also I used to have Oblivion on that laptop years ago, a retail version and it would work fine. So definitely something's different about that version, or my system as of today.

I dont know but... 4gb of ram is pretty weak nowadays for gaming. And yes the steam version of the game is different.

it is, I'm soon planning to get something top of the line. but it shouldn't behave that way regardless. I have a couple mods installed so I'll try to see if anything works better without.

You've got plenty of RAM.. The issue that you're having is something to do with processing and how Steam addresses your launching priority or something like that..
You could try reinstalling steam at one point, to see if it makes a difference.
Perhaps you're having an issue with steam thinking that every time you launch Oblivion, it thinks that you're launching it for the first time, so it's downloading and installing files for Direct x 9 for example.
