For the record, you don't need to install the latest patch if you have the steam version of the game.
Could you describe what kind of problem you with resolution?
Have you tried to use Oblivion Stutter Remover? It might help with crash in exit and OR have a built in purger which also might reduce problem with memory management.
Set OR to use Windowed mode and set Oblivion.ini to this:
bFull Screen=0
iSize W=2560
iSize H=1080
iSize is what you set for your own resolution and bFull Screen means it is off (0). You can find Oblivion.ini by using Windows built in search from Windows Start or go to Documents/My Games/Oblivion folder. Path is starting with your user accounts name.
That way you should be able to use ALT+TAB without problems and also reduce crashes from this.
Use BOSS to sort you load order. Create Bashed Patch (WB have a manual which is a HTML file - read it in browser) on what it can do and which tweaks you can use instead of mods or plug ins (esp files). Go all down on that basic introduction and also read the Advanced section (a small link).
Maybe you should replace Illumination Within with Animated Window Lighting System and Chimneys (AWLS) as both seem to do the same thing and AWLS have been updated 2015 while Illumination have a date around 2009. I use this mod with All Natural (weather which also contains mod for indoor lightning) and Immersive Interiors, so I can am sure that this combination does work.
During installation with WB you will have a guided Wizard help you to set up this mod. Pick different look for color and curtins for each city and I belive you will have most of what Illumination Within offers. It will take some time and you might want to look at JPGs to compare which version for color/curtain you want to pick. Double click on picture in Wizard to zoom a bit or open folder where those JPGs are and use Windows Apps to have better control for zooming and moving around in those previews.

Nexus is very slow tonight. You have to search for them yourself on their site. There are three Immersive Interiors as far as I know which handle different region of this game world.
Right now I don't have any crash on exit of this game which I had earlier, so it is worth to set up your installation (when two or more mods make use of same files and/or might edit those) and make sure that your plug ins (esp, esm=master) is working together through Bashed Patch (WB).
