But I will try.
"to be able to talk to the person that placed the dead drops" --> This guy poor guy was not part of the dark brotherhood, he just did what the "traitor"-speaker (I will call him like that for now) told him to do. As this traitor speaker did not receive its order by the nigths mother, he could still make these "dead drops". So even if the listener is dead (what you, the protagonist does not know), you still receive the orders.
I hope I understood it correcxt, shame on me if not
And there are clues that would let the player figure it out the first time, like the sudden change in tone and handwriting of your dead drop orders, or the Dark Brotherhood outfits in the homes of your targets, but you can't report it to anybody who can do anything about it.
Still seems a little too convenient, but that's videogame plots for you.
