Are you sure they are offering their services? They are not always available to train you at all hours.
I stood there "waiting" for 24 hours (2 hours each time) in one of the chapels and that npc never even offered it. Then I couldnt find one of the others. I think sometimes they walk in otehr areas outside the chapel. Eventually I just trained some other stats couldnt be bothered lol il just spam heals on an npc in future haha
Maybe it's because Marz is an advanced trainer and maybe you need to be a certain skill level. Try finding one of the lower skilled trainers Cirroc in Bruma or Marie Palielle in Skingrad.
If you can't find them use console to figure out where they are.

It's been a long time since I played Oblivion, but have you tried going to Anvil and speaking to the Prophet to join the Nine Divines faction? I don't think it mattered before, but perhaps being in the faction will help. At least you will be able to explore the sleeping areas as a member to help find the trainers.
I am not sure if you are aware of this, but if you want to level up restoration quickly, make a custom spell at the Arcane University with something like Restore Stamina 1 pt for 1 second on self then hold block and spam cast the spell.
The multiplier for restoration XP is a really low 0.6 per cast, while most other magic is 3.0+. I used the Construction Set to modify it myself to 1.8, which is triple the normal rate, because 0.6 was ridiculously low and you are to dependant on trainers or long spam cast sessions to increase it.
The same goes for Mercantile.
Yeah I put Restoration as a major sadly. I didnt think it would take so long to level up 1 level at higher levels. Once ive maxed all my stats I was trying to avoid standing in town bartering or spam casting something to level up....because in the end restoration is gonna be one of the majors not maxed lets face it...and to keep levelling up im gonna have to level it up. Im on ps3 anyway so cant do those commands.
My build is a breton mage with conjuration/destruction/restoration/illusion/mysticism/sneak/light armor as major skills. The annoying thing is though to get endurance efficiently levelled I have been wearing heavy armor. All the best gear is heavy armor too so far even for a mage. Heavy armor is now 100 and so as not to "waste" level ups ive now switched to light armor so all that heavy armor is just being wasted now. I didnt really wanna play as a battlemage I wanted to to just conjure stuff and fire spells from a distance. Unfortunately oblivion doesnt let you play that way if you wanna effeicent level cause of the retarded 5 train limit
