Report a translation problem
There are two quests that can give the book as random reward (100% chance but a choice between different books): one of the quest for Arnora in Bruma, and the other is one of the steps of the MQ for Shivering Isles.
The rest are 10% chance of a random drop in one particular set of chests:

EDIT: Basically,
Chest and coffins for bosses in vampire related Ayleid Ruins, Forts, and probably caves. Boss chest in bandit dungeons.
And three instances of chests in Shivering Isles.
And one special chest in the Market District Sewers.
The last item in that list is a leveled list that is not used in the vanilla game, but perhaps it can be used if you have mods loaded, or even it could be referenced by some of the small DLCs.
Keep in mind that if you have mods that alter leveled lists, that can possibly change these results, or even add some instances of that book to the world. Best chance for you to find is just to launch TES4Edit and let it load all of your mods, then go to Oblivion.exe, then to Books and then order by Name, and scroll to the book.
After that, you can look at the References tab to see where that item if referenced.. if you see instances of "places in cell", those are fixed references... but be careful, that can spoil surprises for some mods for you :)
