Better cities problem.

I have better cities at the bottom of my load order.
Yet i still have the load order issue where the city is floating.
Can i fix this somehow, bashed patch in place and have Better Imperial City at the bottom?

This is confusing me because i've tried everything, putting Better Cities at the top, the top bottom and the BOSS reccomended loader order, all with bashed patches and no matter what the imperial market is broken.

try using LOOT BOSS hasn't been updated for a year,sounds like a cell/world problem,did Wyre Bash give any warnings ? perhaps post your load order,i haven't used that mod in years too many conflicts

Make sure your load order is as such, make sure you have the entire collection of unofficial patches as well.
