There are no such a thing, apparently.
Other thing you could do, is go to the construction set and create a spell like you want... and then, think about where you'd want it to be available as part of some quest... I'd probaby suggest, maybe, as reward for doing a Mage's guild quest... maybe when you reach Wizard rank. If you're already finished the Mage's quests, then think about other places where you would be able to find such spells... maybe tie it to a place in the world you reach instead of a quest... maybe you find it in an Ayleid ruin somewhere, or by visiting a healer in one of the chapels and doing a task for them... something/anything that feels interesting :)
Then, once you get to that step... simply add the spell using the console. I know is not satisfying to do it this way, but... if you don't want to learn scipting and quest making, is the best choice you have available.
Thanks for suggesting, but I really wanted to make such spell on spell crafting altar. Since it's actually relatively hard to make it to work, I'm just gonna live with this.

That surprises me and I'll load it up now and see if I can get it working with this mod. It can be quite fiddly to use but I worked out you can remove powers from enchanted items and other spells and then re-apply them to a new spell and you can do this multiple times and edit the same spell so I don't see how this wouldn't allow you to stack multple effects such as restore/shield/fortify as one spell. If it works for summon it should work for them all.

I have certainly clarified myself that I am NOT looking for any mods that just adds restore all attribute spell in the game.
That mod you're suggesting is the exact same mod that I was mentioned in waaaay up there, which again, I clarified that it's something that I am NOT looking for, something that I do NOT want.

I just loaded up my last save which was from 10th September and I had forgotten everything but then realised I had used the journal mod so I had a book in my inventory to remind me of how certain mods work. It finally paid off :D I realised my creations have been from stripping enchanted items to create stacked effects on other enchanted items like rings and armour so I've not used the spells or scrolls features. I tried creating them using potions and spells with the restore effect but the mod doesn't seem to have the same options to remove and store the effects.
For others looking into this I am here with a Necro reply with a solid solution. The "Madspellz" mod DOES work, though the UI is clunky and you'll SWEAR it's broken for you as you try to make it work. With Madspellz though, you can craft multiple effect spells and even reduce minimum magnitude and area below the altar interface minimums.
To explain an example of how it works, I wanted a cheap regeneration spell, so you start at the altar and you craft a spell, it can be ANY spell, then once crafted, the mod opens up the spell to be edited, using your inventory menu. It displays a number of headings including "info" at the top. READ that for reassurance, it's the only reason I got it working.
Actually, also by the way, save beforehand, because once or twice I noticed that, the original effect does not appear at the bottom of the menu. If you're seeing it, so far so good. RIGHT click the effect and it will bring up a text box. You'll think it's just an info section, it's not... You'll see a flashing cursor here and instructions to change you spell. For me for example, I changed my magnitude 5, duration 1 settings to magnitude 1 for 50 seconds (for a regeneration spell that's low in Magicka cost and apprentice level difficulty!).
To do this, I had to type the following: m=1, d=50 and click ok.
The only other thing that confused me until reading the instructions was when I went to click "accept" it just wouldn't close the menu and make the changes. All it did when I left clicked was grey box select it... Well that's what's supposed to happen. Grey box select accept and THEN click exit to save the changes. The end. And hello to the person who reads this and finds it helpful in the next 5, 10 or billion years.
