If if the first, it's VERY outdated... it may be the case that's a bug with that mod that never was fixed... so I'd recommend to replace it with the second, which is new and maintained and, more importantly, includes ALL the weathers from Natural Environments.
OTOH, If it's the second.... it requires OBSE, have you load your game through the obse_loader?
In any case, can we see which errors it's printing on the console? I mean, can you remember what do they say? or, if you're using the ConScribe mod, you should have a log in your Data\ConScribe Logs directory for the last session and the messages should still be there.

I did COC center, waited 4 in game days, and saved. I did this all while All Natural was uninstalled. Once done, I reinstalled it. It seems like All Natural just needs time to reset as it has a lasting effect on the weather of the game.
