Sheath your weapon and talk to them again, and their disposition will be 10 points higher than it was before.
The mini-game (and indeed, the whole personality / speechcraft system) can be completely circumvented in most cases. You can create a Charm spell with a strength of 100 and a duration of just a few seconds. It'll cost fairly little mana to cast, and as time stops mid-conversation, it'll work for as long as you wish to talk to your target.
As an additional bonus, if you use it on guards when you have a low bounty, they'll strike it from your record for free.
