Even then they can catch you but depending on what you steal, it's not 100%. Bright eye = 100% chance of getting caught.

Im supposed to steal when the eye isnt red right? so how do i get it white?

The eye basically tells you is someone has spotted you. If it's bright yellow (Colour may differ based on colour perception and mods) then someone spotted and is corrently watching you.
If the eye is faded then you are undetected. Several factors go into remaining undetected like movement speed, armour you're wearing, your boots, etc.
Higher level Sneaking perks nullify someof these penaties and some potions and spells help a lot.

Go out of Sneak Mode and go somewhere out of view and try again or go somewhere else. :)

When you pickpocket or pick a lock to gain access to somewhere check your bounty to make sure it's still 0. If you have a bounty it means you've been spotted and a guard is probably on his way to arrest you.

Only thing that annoys me are the psychic shopkeepers that some how know if your ♥♥♥♥ is stolen. HOW CAN YOU KNOW?!
