The Elder Scrolls IV: Oblivion Game of the Year Edition (2009)

Mod Organiser and OBSE
OBSE won't load if Oblivion is launched through Mod Organiser. I discovered this when Loot Menu wasn't working for this reason. To all Mod Organiser users, you must perform these steps:
  1. Open Mod Organiser
  2. Click open Settings (the tools icon) and navigate to the Workarounds tab
  3. Next to Load Mechanism, click the drop down and select Script Extender instead of Mod Organiser
This makes OBSE load Oblivion over MO. With that, OBSE loads the MO files as one big mod. Oblivion must now be run through Steam instead of MO.

Do you have installed MenuQue? That mod requires MenuQue obse plugin installed and working.

Yeah have that installed

EDIT: I am using Mod Organiser. Would I have to install it through that for any reason? Being optimistic 'cause ENB, OBSE and OR work fine :/

Mod Organizer don't work well for OBSE plugins... or, the other way around, OBSE doesn't detect plugins that are located in the MO virtual filesystem. At least it was that way last time I tested ~a year ago.

So, unless Tannin (the author) fixed that issue lately (and I don't think so because I'm suscribed to the issue tracker and didn't receive any notifications :)) I'd sugges that you don't install any OBSE plugins via MO... just put them by hand on the real Data\OBSE\Plugins directory and you'd be good :)

Unless you're saying that you didn't install plugins through it? In that case, that's good... perfect :)

But sadly, then there has to be another reason for that mod not working :(

I'd suggest you to check the OBSE.log located in the Oblivion.exe folder (not the Data) and see if OBSE is finding MenuQue and loading it... then, check the console in-game for messages that could be being printed from the mod.

Check the mod's INI file and enable more debug verbosity (if it has that option... I'll be honest and confess that I didn't installed that mod yet myself :P)

Other than that... last thing, if you're using MO for installing it... I'd suggest checking if installing it via a normal means changes anything. MO is not well suited for all types of game content and it might be interfering in how the mod operates (specifically via interfering with the MenuQue XML file manipulation that require access to the physical files in the disk... perhaps MO's virtual directory is interfering with that...)

In any case, I'll try to give it a try to installing that mod during this coming weekend and if you still haven't solved the issue, I might learn more info on how to debug it :)
